Conditions of Chinese cities reflect several problems: water problems in urban area become increasingly acute such as prolonged water shortages, frequent flood and serious water pollution; the urban construction and development are at the great expense of the environment; the structure and functions of cities are abnormal and disordered; original regional characteristics gradually fade. Negative conditions of urban areas in China is tightly related to the traditional urban planning. The traditional city planning suffers from considerable drawbacks and this limits the sustainable development of cities.Under the circumstances, the theory of "Sponge City" is proposed.This essay analyzes the situation of traditional urban planning and summarizes the existing problems in the planning method, water system, green space system, road traffic system, drainage system. Then, the definition and nature of Sponge City will be clarified,the construction method will be identified, and several typical cases of Sponge City will be analyzed. Finally, the new town planning system on the concept of Sponge City will be set up.Based on the above research, strategies of new town planning on the concept of Sponge City are proposed. Objectives of city planning can be clarified on the basis of construction theory of Sponge City. Water system planning should respect current structure of river system and systematize the layout of water network. Green space system planning should respect current structure of greenbelt, combine with hydrologic planning, diversify the functions of green land and systematize the layout of green network. Road traffic system planning should respect the physio-geographic conditions,improve impermeability of roads, integrated low impact development with road section design,and develop networked slow traffic. Drainage system planning should strengthen source control,optimize site vertical design and layout of drainage water system.In this essay, the planning of Jiangping New Town is taken as the research object,the above strategies are applied to the real project. Mater planning is interpreted and the planning objectives are clarified based on the actual situation firstly. ArcGIS software is used to analyze the land suitability and adjust land utilization on water ecological sensitive region. Then, specific advices are proposed on four aspects of system planning: water, green space, road traffic and drainage, to provide reference for the planning of Jiangping New Town. And the feasibility of the strategies is verified.Finally, SWMM model is applied on the hydrological simulation under three situations of Jiangping New Town: Pre-developmental model, traditional urban planning model and Sponge City model. The conclusion is reached that on the Sponge City model,the total runoff, runoff coefficient and peak flow are all far less than the traditional model's and close to the natural state. This confirms that the strategies of new town planning on the concept of Sponge City have certain scientificity, which can effectively address the urban water problems and maintain sustainable development.
