With the rapid growth of China's high-speed railway construction and operation,China's high-speed rail technology has quickly stood in the forefront of the world. The goal of transformation from the "catch-up" to the "leader" also has been achieved,which was a historic leap in our history. At present, since the usage of high-speed rail tracks to the general speed trains and the operation of high-speed rail night line, operation time of comprehensive maintenance of high-speed rail will be further compressed. Additionally, the previous high-speed rail has been at the repair stage and a large number of high-speed rail lines and new equipment need to be maintained, which cause lacking of human resource more badly. Hence,the maintenance of the high-speed rail equipment face a giant challenge.In order to solve the problem,this paper discusses the modular method about the operation and the organization to the high speed integrated maintenance skylight. Based on the related theoretical searches of the high-speed rail maintenance management organization,the experts and scholars at home and abroad,this paper analyzes the characteristics of the maintenance management and operation of high-speed rail infrastructure in china. this paper brings in the concept of job priority and constructs a partition module of high-speed integrated skylight modular which based on the design of structure matrix. Meanwhile, clustering,dividing and optimizing the topological relations between projects to divide the high-speed rail operation project modular and to show a new theory and a method of high-speed railway comprehensive window operation organization can provide a theoretical basis for modular operation of high-speed rail.
