The purpose of this paper is to research organization methods and measures to relieve the strain capacity of transportation on busy high-speed railway. Firstly the high speed railway capacity utilization at home and abroad are analyzed, according to the diagram in December 2016, cross-line trains operation situation, number of running trains, train stop schedule and trains reception and departure on the staions of the beijing-shanghai high-speed railway are analyzed. On this basis, compared to the Japanese Shinkansen capacity utilization, the capacity utilization ratio of beijing-shanghai high-speed railway lines is high. The number of cross-line train has a high proportion, and the stop schedule is complicated. The problem of inefficient utilization ability should be solved.After the analysis of the status quo, in order to optimize the capacity utilization, the influence factors of capacity utilization including the facilities, transport organization modes,operational methods, diagram structure, and the demands of high speed railway transport have been analyzed. Combined with the calculation method of efficiency, with the method of combining quantitative and qualitative analysis, the influence of various factors on the capacity utilization has been researched. On this basis, the optimization suggestions have been recommended. It is recommended that the reasonable arrangement of the train stop schedule and good overtaking arrangement, and optimize the structure of train diagram. It was suggested that to use station ability reasonably, the ability of station and the line should be comprehensive arranged to coordinate with each other.To find a more suitable method for the capacity utilization, the mathematical model is established. Using the theory of compressed diagram to calculate the capacity utilization,minimising the occupation time as the optimization goal, constraints including train stop rate constraint, train type constraint, the constraint of overtaking way, etc, the mathematical model is established. On the basis of analyzing the model characteristics, the appropriate model algorithm is been designed.The feasibility of optimization model is analyzed using the example of xuzhou east -bengbu south section of the beijing-shanghai high-speed railway. After comparison and analysis, it is concluded that the occupation time of the compressed diagram had decreased and the capacity utilization was optimized by adjusting the train stop schedule and overtaking arrangement. Starting from xuzhou east - bengbu south section, generalized the beijing-shanghai high-speed railway, combined with the above mentioned content, the suggestions to optimize the capacity utilization of busy high-speed railway have been proposed.
