The Study On Whole Life Circle Investment Return Of The Urban Utility Tunnel

The utility tunnel is to be buried underground city of electricity,communications,heating,gas,water and other pipelines in a centralized,unified planning,installat ion,maintenance and management.The construction of utility tunnel is the level of municipal pipe network for managing upgrade,it can effectively solve the problem of city road zipper which causes by municipal pipelines repeated digging,it is conducive to intensive management and maintenance of municipal pipelines;it can improves municipal pipelines anti disaster ability,letting municipal pipelines have more operational efficiency and security;it can improve the use rate of underground space in city,also improves the municipal infrastructure services,has significant economic and social benefits.Utility tunnel has problems of large capital investment on construction,longer operational cycle and high difficulty of operational coordination management,the overall development of utility tunnel is in the early stage in China,the financial investment mode,operational management institutions and charging mechanism have not been established.Expanding funding places for construction,attracting social capital participates in it;improving the operational management institutions,establishing operational charging mechanism,which are the urgent problem of the utility tunnel development to research and solve in China.The content of research work is mainly as follows:1.On the basis of reading the relative references and going to the utility tunnel site investigation,introducing the definition?advantages?disadvantages and the social and economic benefit of the utility tunnel,then it analyzes all investment by the government,investment by the government and pipeline units and investment by public—private—partnership of the three modes,also explores the value of facility management to reduce the operation cost of the utility tunnel.2.According to the project whole life cycle cost theory,analyzes focuses on cost structure of utility tunnel on construction and energy consumption cost,maintenance costs,management costs during the operation stage,also analyzes social and environmental costs of construction stage and the fees constitution for using of pipelines into utility tunnel.3.According to the property of utility tunnel discusses interests of each related subject,analyzes the charge pricing impact of the pipeline units charge fees,investors' return demand and government policy support;and researches ideas and methods of the utility tunnel charging operation,based on the users pay and win-win cooperation,bringing the principle of operation the public charging mode of commercial + combination to recover the utility tunnel investment costs and reasonable return for the private investors.4.This paper takes a case of the utility tunnel project in Haikou,analyzes its investment return.Firstly,analyzing the cost of the utility tunnel project on construction and operation stage,then according to the utility tunnel cost + income pricing model,calculating the municipal pipelines need to pay the once space rental fee and management fee.
