When the car is the general type of traffic accident occurs in the process of driving.The traditional way of dealing with accident is need to wait for the traffic police car to leave both the appraisal and postprocessing of traffic accident damage insurance exploration.This will not only lead to traffic congestion,but also hinder the normal passage of other vehicles,and even lead to other accidents.So,it is necessary to improve the traditional accident handling and settlement methods.Therefore,the purpose of this paper is to design the modern electronic network communication technology.It is used to design the video transmission and management system of traffic accident scene to realize the remote transmission and identification of the traffic accident video files.In this way,it is helpful to alleviate the traffic congestion caused by the general type or the minor traffic accident,and to improve the work efficiency of the traffic police and the insurance claim department.In the vehicle hardware platform of the client,the ARM11 architecture is adopted and the S3C6410 processor is used as the control center,which forms the transmitting end of the video transmission and management system.It is complete video file transfer function.The E261 WCDMA module with 3G wireless network card is connected with the 3G wireless network to complete the wireless network video transmission function.The use of H.264 video coding standard is used to compress the video files from the recorder to the development board.To achieve the video file size is compressed after the smaller,so that the transmission higher speed of the function.In the server is using the PC machine as the receiving end.The use of HUAWEI E261 WCDMA module with 3G wireless network card is connected to the PC machine through the USB interface,which it is the receiving end of the video transmission and management system.It is complete the video file transfer reception function.In the between client and server,the 3G wireless network is used to connect to form a complete video transmission and management system.It is complete the wireless video transmission and information feedback function.By using the Qt cross platform graphical user interface application development framework,the user interface of video transmission and management system is compiled the sender and receiver,and the management system of video transmission is realized function.The whole system is tested by the method of physical connection.The experimental results show the system can achieve on-site video file transfer and information feedback.It will be two minutes of driving recorder video files to read.The results for the packet loss rate is small and the play quality is good,so the system can achieve the desired design goals.
