Heihe which flows through Gansu Inner Neimenggu and Qinghai is the second largest inland river in Northwest china. In the middle reaches of the river basin is an important grain base in Gansu Province, of which Zhangye has "fortress" Silk Road and the reputation of the Eurasian continent today, known as the "golden Zhangye" reputation. The lower reaches of Ejinaqi area is broad, including Chinese important defense technology base, Juyan triangle of the Ejina oasis,is the lifeline to protect the local people live, is also the key to maintaining national unity. Heihe basin water resources are scarce, especially from the beginning of the last century in 80s, in the middle reaches of the water increased sharply, leading to the downstream areas of water was reduced, resulting in the middle and lower reaches of the water conflicts, serious degradation of ecological environment in the lower reaches of the. According to relevant research results, the oasis area in the lower reaches of the present year has decreased by nearly half compared with that in 80s. This article from the ease between upstream and downstream water conflicts of analyzed huangzangsi reservoir built around the water in the middle and lower reaches of the guarantee rate, and to develop specific programs of different water allocation model based on the evaluation model to optimize the scheme, on the basis of the development of reservoir dispatching rules, the main research achievements mainly the contents of this paper and are as follows:(1) Comparative analysis of the ecological huangzangsi reservoir in the middle and lower reaches of the irrigation after the completion of the guaranteed rate, get a positive effect on Heihe River after the completion of the reservoir, and provide scientific basis for the analysis of huangzangsi after the completion of the operation.(2) Using the scheduling model and the configuration model, we analyze the water usage of different water division, and get 18 schemes. Up to 6 initial indexes, using principal component analysis method to obtain the 4 main indexes; using entropy method, fuzzy matter-element method, projection pursuit method and non negative matrix method to aggregate evaluation analysis, consistency analysis of the evaluation results; at the same time using the ordinal sum theory of different methods of evaluation results for and get the optimal solution.(3) The dispatching rules of reservoir are extracted by means of dispatching chart and scheduling function, in which the scheduling function is extracted by two linear regression and BP neural network.
