The guanzhong area of Wei river basin is the center of shaanxi province economic society,is facing with a imbalance between supply and demand of water resources due to water shortage, water pollution, flood control, such as ecological environment problems, seriously restricted the regional sustainable development.Han to Wei River project is to solve the guanzhong area water resources shortage and ecological environment, which was constructed by tapping the diversion after facing the water and local water tapping process of joint configuration, water distribution is of great significance to solve it.After water diversion intake area ecological environment situation will change too, selecting water related indicators evaluation of ecological environment change in the different level years.Traditional way’ of water resources allocation of large amount of calculation, unable to timely adjust and modify, in order to solve this problem, establish Han to Wei river project water resource allocation simulation system, to simulate the process of water resources allocation.Paper main research results are as follows:(1)The guanzhong area water resources and ecological environment were analyzed.on the basis of the guanzhong area water resources as well as the present situation of water resources development and utilization conditions, analyzed the problems existing in the present situation of water resources utilization.(2) Water supply and demand balance analysis and water resourses allocation of the intake area. With the status quo in utilization of water resources with social economy, on the basis of prediction of han to wei river project planning level years by the object of water demand of water resources and water supply, water supply and demand balance calculation, analysis and planning level years under the condition of without water diversion measures, balance of supply and demand of water resources. After water diversion for han to wei water resources allocation,according to a set of configuration rules, take water and local water long series of supply and demand balance calculation, determine the han nutrient-laden engineering amount of configuration mode, and analysis of the balance between supply and demand situation of configuration.(3) Solved the ecological environment impact assessment after water diversion. In analysis of the status quo and planning in social, economic and ecological status, selecting evaluation index, the distribution of index weight by hierarchical analysis method,the fuzzy comprehensive evaluation method, the year of the current year and planning of ecological environment evaluation, analysis of the ecological environment before and after water diversion,to analysis of han dhi nutrient-laden water transfer project to solve the impact of the ecological environment.(4) Han to Wei water resources allocation simulation system. Based on meta-synthesis platform and using technology such as components and knowledge map,set up the simulation system. By using the application of simulation system,analyze the traditional mode of water resources allocation and the advantages and disadvantages of the simulation system configuration.
