Tao River Diversion project take Tao River as its water supply resources, which is a main tributary river of the Yellow River in Gansu province. It is a large-scale interbasin water transfer project solving the water shortage problem in arid zone of the middle area in Gansu province. Under the guiding principle of sustainable, efficiency, fairness, systematic, the paper has brought forward reasonable theories and methods to keep sustainable development of local economy and sustainable utilization regional water resources. By studying the supply and demand balance based on the joint utilization of local and ex-transportation water resources, taking measures of water allocation, aim of water supply etc, objectively put forward the optimal allocating plan and suggestion for Tao River diversion project water supplying area founding on present water usages and according to the principle of high efficiency user get priority allocation right and obtaining maximum water supply profit.The paper has quantitatively analyzed distribution characteristic, quantity and quality of water resources in Tao River diversion water supplying areas starting with its water quantity and characteristics.On basis of distribution characteristics of local and ex-transportationwater resources, this paper has established water resources allocation model conforming to modern water resources to program unanimously local water resources and ex-transportation resources of Tao River diversion project.Based on sufficiently usage of local water resources, following the demand of adjusting industry structure and the harmonious development between economy, society and environment, this paper has raised plan of water resources utilization and water saving and raised optimal allocation plan and suggestion for water supplying areas in accord with its actual condition by studying the balance of demand and supply.
