Since the 21 st century, along with the economic globalization and the political pluralism,the shipbuilding industry is developing very quickly. Our government has successively enacted documents such as < The medium and long term development plan of shipbuilding industry(2006-2015) >, < Adjustment and revitalization planning of shipbuilding industry >,< The 12 th five years development plan of shipbuilding industry >, has put forward clear that great impetus should be given to the development of the shipping and supporting industries.However, in recent years, the Baltic index is depressed continuously, the shipbuilding and supporting industries have been greatly impacted and the order quantity has dropped sharply.Under this background, the marine propeller manufacturing enterprise X's orders also have appeared tight situation. But it still continues to use the traditional subjective time quota method, which can't control the cost effectively, also lack of scientific, result in the low labor productivity and morale. Therefore, the key to solve the predicament of X is to design a specially way of time quota for X which is scientific, reasonable, effective. The way also is good for increasing labor productivity, controlling the cost effectively, improving the level of business management.In the study, by combing the domestic and foreign research results and based on the enterprise actual production conditions, the concept of product technology complexity is proposed. In the actual production process, product technology complexity is a fuzzy concept which is often mentioned. So, at the first, the study defines and analyzes the concept of product technology complexity, builds an evaluation system of product technology complexity which is a clear and scientific. The system is made up of 3 parts, the secondary indicators including structural elements, geometry and foundry technology. Structural elements include 3 specific indicators. Geometry includes 4 specific indicators. Foundry technology includes 3 specific indicators. Secondary, the method of determining the weight of the evaluation index of product technology complexity is studied. Chose to use the method of combining subjective weighting method(AHP) and the objective weighting method(coefficient of variation method), which makes the weight more accurate and scientific. Third,try to build a mathematical model between product technology complexity and time quota,and use the F test to improve the scientific and feasibility of the model. In the end, based on the working hour database of X and experts investigation data, use time quota method proposed in this study, verify the feasibility and effectiveness of the new method. And the new time quota method also can provide a new way for X enterprise.This study realized an improvements of marine propellers product time quota method.Have a very important theoretical and practical significance. In theory, this study can help to enrich the existing marine propellers product time quota method, help researchers to pay more attention to marine propellers product time quota method, expand the time quota theory research perspective and deepen areas of theoretical research. This study also has an very important practical significance for the enterprise production scheduling, cost accounting,product quotation, personnel allocation and improve labor productivity.
