| Higher education is an important part of China’s education,as well as the core part of the country’s scientific and talent development.With the university development,the enrollment is expanding,which makes the original campus facilities unable to meet the needs of scientific research and teaching any more.There are needs for adjusting universities’ buildings’ function and pattern.Furthermore,in order to guarantee the daily needs of teaching,scientific research and living,the maintenance and renovation are often carried out in summer and winter vacations,which leads to tight schedules and heavy tasks.Aiming at the Whole Process Cost Control of Maintenance and Renovation Project in Colleges and Universities,this paper used four methods as the theoretical analysis,data collection,case analysis and comparison method.First,domestic and international project cost control development situation is elaborated.Then,the basic theory of cost control related to this study is summarized.Finally,the maintenance and management of maintenance and renovation projects in colleges and universities is analyzed with t stages as pre-decision,design,bidding,construction and completion settlement.To control cost in pre-decision stage,the industry expert demonstration is introduced to remedy the engineering staff’s technical disadvantages,ensuring the rationality of the program.Reasonable reporting and implementation process is established to strengthen the rationality of the allocation of resources supervision.Standardization of transformation is put into practice to eliminate blind pursuit.To control the cost in bidding stage,selecting the appropriate way of bidding and evaluation,or preparing a reasonable tender control prices is either benefit.To control the cost in construction stage,it is effective to reduce cost increase by controlling design changes effectively,Optimizing the construction plans,arranging staffs and durations reasonably,as well as improving the contract management system and construction change process.To control the cost in completion settlement,it suggests to analyze the audit points combined with the "three-level audit" regulations,checking the effective cost in the final stage.Through the research for the cost control of maintenance and renovation project in colleges and universities,this paper expects to provide some reference and suggestions for similar cases of colleges and universities in the future. |
