| With the development of wind power and the rapidly growing penetration level of wind,the challenges of managing variability and the uncertainty of intermittent renewable generation become more and more significant.In this case,it is increasingly difficult to achieve the active power balance of the region.In order to exhibit the ability of regulation within each region,the balanced area adopts the strategy of balancing authority consolidation,wind only balancing authority and dynamic scheduling.Regional synergistic control can improve penetration level of wind in each region under the premise of ensuring the regional frequency stability.Several strategies for virtual balancing authority are used in power system,which can help to maintain the power system active power balance and ensure the stability of the grid frequency.Based on the above,this paper discusses several strategies for virtual balancing authority implementation,such as balancing authority consolidation,wind only balancing authority and dynamic scheduling.The purpose of these strategies is to allow independent balancing areas in the interconnected power grid to help each other to deal with the random fluctuations in wind power issues.In the secondary frequency modulation of the power system,the frequency deviation coefficient determines the calculated value of the regional control deviation,thus affecting the regulation effect of the automatic power generation control.So the size of the frequency deviation coefficient determines the allocation of regional secondary frequency modulation responsibility.The responsibility of the frequency modulation of the power system is mainly based on the frequency deviation coefficient in the control performance standard.In order to determine the regional frequency adjustment responsibility,maintain the order of the interconnected power grid operation control,and ensure the safe operation of the system,how to amend the original B coefficient is an urgent problem to be solved,in the context of regional cooperation control,the control responsibility of the control area has changed.This paper proposes a new method of allocating frequency adjustment responsibility for three cooperative strategies.This paper proved that the original frequency deviation coefficient allocation method under the regional cooperation control strategy can not guarantee the fairness of the second frequency modulation responsibility distribution.And then from the analysis of the regional synergistic control mechanism,the mechanism of the second frequency modulation responsibility allocation of the power system is explored deeply,and a new method of determining the frequency deviation coefficient of the regional control of the regional control is put forward.A method of allocating the frequency deviation coefficient according to the load fluctuation variance is also proposed.Finally,the three-region interconnected system simulation model is used to prove the correctness of the proposed method. |
