There was a shortage of water resources in Shanxi,and the demand for industrial,agricultural and domestic water was large.A serious of environmental problems were caused by unreasonable allocation of water resources.Therefore,in order to get the target of health management for reservoir,rational reservoir operation should be take place so that reservoir can service for social development and maintain the ecological water demand of the river in the same time.This paper studied reservoir health of fen river coupled with upstream and downstream channel as well as ecosystem health by construction of reservoir health assessment system which was based on analytic hierarchy process and fuzzy comprehensive evaluation method.What's more,this paper put forward the corresponding countermeasures for the health problems of the reservoir.In this paper,the system of which coupled with reservoir,river,ecosystem and social service was published based on characteristic and river of big and medium reservoir as well as the connect of ecosystem.The health status of fen reservoir was divided into five sub categories: ideal state,health,sub health,unhealthy and disease by a new concept of reservoir health which was divided reservoir health assessment system into three levels: target layer,criterion layer and index layer and in which the four aspects of reservoir structure safety,river health,social benefit and regional ecosystem were constructed and in which reservoir health assessment system including 20 indexes,such as dam stability index,runoff regulation index,flood control index and so on was proposed.According to the specific characteristics of Fen Reservoir,the analytic hierarchy process(AHP)was used.The weight from standard layer to target layer and index layer to standard layer were got by compare the importance of element in same layer to upper layer and the weight of index layer to standard layer was came out.According to the analysis of the most important influence on the weight of fen reservoir was the stability of the dam health index,followed by the runoff regulation index,the index of flood prevention,engineering quality index,seepage safety index,water index,water supply guarantee rate index,flood capacity index,water pollution index,index of reservoir sedimentation.The health evaluation model of big and medium model was established by fuzzy comprehensive evaluation method.The weight of index was established by consulting expert and searching relevant literature.The evaluation criterion was established by relevant laws and regulations,industry standards,historical data.By evaluation model of big and medium reservoir as well as relevant literature the health of reservoir in fen river was evaluated.The evaluation results of a vector {0.217,0.142,0.187,0.230,0.226},respectively correspondingto the ideal state,health,sub-health,health,disease.The method used the weighted average principle of membership grades to analyze the evaluation results,the health status of Fenhe reservoir can be identified as "sub-health".In those index the bad condition were indexes of sediment deposition,indexes of runoff regulation,channel cutoff indexes,flood capacity indexes,eutrophication indices,vegetation indexes in reservoir area and minimum ecological water requirement indexes.Analysis of Fen Reservoir health problems,and put forward the policy for the protection of water and sediment governance establish decision model of scheduling multi-objective optimization.In order to maintain reservoir health,ecological restoration,reservoir management,provided technical reference for the rational development and utilization of water resources.
