Water resources is an important material basis for economic and social development,is one of the most important strategic resources of a country.China's per capita water resources and uneven distribution of time and space,which give China's economic development and social progress to bring a great challenge.In the plain area,one of the important measures to solve this problem is to build a certain number of plain reservoirs in the water-scarce areas,and to redistribute water resources in time and space through its storage and drainage of water,which can effectively alleviate the increasingly severe water resource supply and demand contradiction.Shandong Province,plain reservoir construction started early,the development of fast,but in its operation and management in the existence of certain deficiencies.In this paper,the analysis of Dingdong reservoir found that the main points are: First,the operation and dispatching of plain reservoirs is mainly based on experience dispatching,and the regulation function is relatively low,which can not meet the requirement of water supply object design guarantee rate.Second,at the time of the restriction of scientific and technological conditions,there are some problems such as low design standard,insufficient construction procedure and lack of consideration of ecological environment,resulting in the risk of plain reservoir operation and management,and lack of perfect evaluation system for assessing the health status of plain reservoir.In this paper,the above two aspects of the study carried out,mainly carried out a bit of research:(1)Analyzing the main factors influencing the water supply capacity of the plain reservoir,taking minimum unit energy consumption of inflow pumps in operation period as the objective function,data set of water raising operation are obtained by optimal scheduling historical data,the water raising operation regulation decision tree is extracted from the data set by C4.5 algorithm which can combine the current water storage,meteorological forecast,actual operation situation for many years and managers' experiences.Using the decision tree C4.5 algorithm to extract the scheduling decision tree from the 2002 ~ 2010 data of the Dingdong Reservoir,and use the 2011 ~ 2015 data of the Dingdong Reservoir to verify,the results show that comparison of operation results by water raising operation regulation decision tree and by actual operation,the former water-supply guaranteed efficiency and pump efficiency are larger than the latter,and energy consumption to the contrary.Meanwhile,compared with the genetic algorithm,the water raising operation regulation decision tree has the advantages of strong operability.(2)The concept of health plain reservoirs is proposed by considering various factors which affect the health of plain reservoirs.Based on this concept,the health assessment index system for plain reservoirs was constructed,which included 4 first-grade indexes,namely structural safety,functional benefits,ecological environment,health persistence,and14second-grade indexes.The health assessment index system was divided into four grades involving in health,sub-health,unhealthy and sick.Aiming at the fuzzy characteristics of the health assessment for plain reservoirs,the variable fuzzy assessment method was chosen,use the comprehensive weighting method to calculate the weight of each index.The evaluation of the health status of Dingdong Reservoir in 2011 ~ 2015 illuminates that the factors considered of the health assessment index system for plain reservoirs in this paper are comprehensive and the classification level is reasonable.According to the standard,the variable fuzzy evaluation method can deal with the fuzzy characteristics of the evaluation index.And the evaluation results are accurate and the operation is strong.
