With the rapid development of economy,the increasing number of motor vehicles in urban transport,the corresponding traffic safety incidents are increasing,the economic development and social stability brings many hidden dangers.The rapid development of Internet and IoT technology has brought new impetus to urban transport management.In this paper,according to the demand of the current urban transport management for emergent emergency treatment,the research on the traffic emergency system under the mobile network environment is carried out.The urban traffic emergency system consists of the mobile terminal and the backstage monitoring platform.The vehicle/Handheld mobile terminal is responsible for the on-the-spot response of the urban traffic emergency,and the monitoring platform receives the accident data and is responsible for the data processing and the formulation of the rescue plan.On the basis of analyzing the demand of emergent traffic accident,considering the limited computing ability of the foreground mobile terminal,this paper puts forward the data compression scheme which is needed to transmit data under the condition of wireless network,and designs a reasonable spatial data compression algorithm.Completed the urban traffic emergency system mainly includes vehicle/handheld mobile emergency terminal and background monitoring platform two modules functional design.The mobile terminal mainly completes the location of the fault vehicle at the scene of the accident,the collection and escalation of the accident related data,the emergency rescue communication and so on,through the mobile network to report the data to the backstage processing.The background monitoring platform can make use of the powerful analysis ability of the server,the computing ability,the data of the mobile terminal to be centralized processing,and formulate the reasonable rescue plan.Finally,we use Java and VS C # to implement and verify the terminal and backstage of the prototype system,the prototype system achieves the basic requirements of the design,realizes the On-the-spot data collection and rapid processing of the sudden accident,and improves the management ability of the urban traffic emergency.
