Study On Local Government's Coastal Sanitation Governance Behavior From The Perspective Of Control Theory

Coastal belt is the most concentrated and active area of human activities,it not only contributed to human a lot of property,but also made a great contribution to transportation.However,frequent human activities make coastal pollution more and more serious,and coastal environmental sanitation is also put on the agenda.Since the 1980 s,China began to carry out coastal environmental management.But for the coercion of policy and the governance initiative is not enough,the coastal environmental sanitation governance has not been more good results.Coastal environmental pollution is still serious.The study of government behavior will have great significance to optimize the government behavior of coastal environmental sanitation.In 2010,Quanzhou launched the "most beautiful coastline" remediation action.But by the end of the year,the renovation did not achieve the desired results.Since 2015,Quanzhou began a three-year coastal zone environmental sanitation operations,and in just a few months to achieve good results.This paper examines the "most beautiful coastline" in Quanzhou and the environmental management of coastal zone.It is found that the government level is divided into three levels: city,county and township.The actual operation process within the organization is divided into target setting,inspection and excitation which in line with the three dimensions of control.In the coastal zone environmental sanitation management,the municipal government in the development of direct targets and the county government under the full discussion,through the understanding of the specific circumstances of the county to develop a reasonable goal.In the inspection of governance effectiveness,the government checks the coastal areas under the jurisdiction of the county and the results of publicity.When the county government in order to achieve the goal of coastal environmental sanitation management,they will not only to direct townships sufficient financial support,but also set up more incentives and punishments.Through the investigation and comparison,we can find out the three control rights from the target setting,the inspection and the incentive allocation,and analyze the behavior of the Quanzhou government in two coastal environmental management,and find that the manager can master the effective incentive allocation.So the governance will be more initiative and achieve better governance results.
