Study On The Polycentric Governance Of Environmental Sanitation Of Qinguangdao

With the development of economy and the improvement of social civilization, the problem of urban environmental sanitation has become acute. The development of urban environmental sanitation far lags behind the political, cultural, economic and other aspects. It is difficult to meet the public demand for high quality environmental sanitation in the single center governance model. Government, market, social participation of polycentric governance model gradually emerged. Therefore, the polycentric governance of urban environmental sanitation is becoming an important issue. It is highlight the diversity of governance and the effect of the subject in the environmental sanitation management, emphasis on supervision and cooperate. Based on this background, the paper studies the polycentric governance of urban environment sanitation in Qinhuangdao city.First, this paper expounds the the background, significance, and the research status of urban environment sanitation at home and abroad. Then introduces the meaning and basic characteristics of the urban environment sanitation which provide theoretical basis for the analysis of the paper.Secondly, the present situation of Qinhuangdao city is briefly described and the status and existing problems of environmental sanitation in Qinhuangdao city are summarized.From three aspects of government management, market operation, social participation,the present situation of Qinhuangdao urban environmental sanitation management is analyzed.Thirdly, constructing the polycentric governance of urban environment sanitation evaluation index system of Qinhuangdao City, from the three aspects of government management, environmental sanitation cleaning operation and social participation, using analytic hierarchy process to determine the index weight, based on the actual survey data,using fuzzy comprehensive evaluation method to evaluate the results of Qinhuangdao urban environmental sanitation management.Finally, on the basis of above analysis, it is putting forward concrete suggestionwhich from government management, market operation and social participation to improve the environmental sanitation.
