Study On Evaluation Methods Of Social Stability Crisis Of Highway Construction Project

Due to inappropriate planning and construction,risky incident happens frequently,which not only results in casualties and financial damages but also leads to regional instability.Chinese government has enacted official documents about implementing social stability assessment of big construction project in 2012 and 2013,and because of this,social stability assessment is paid more attention.But currently,the uncertainty of assessment methodology and lack of operability are barriers to assessment.In addition,assessment in early stage is overemphasized while construction stage and operation stage are not given due attention.Thus,research on methodology of social stability assessment can improve assessment effectiveness and mitigate possibility of risky incident,cutting down regional social instability risk and enhancing sustainable development.Taking highway traits and regional characteristics into consideration,the paper proposes six inner risks of highway project,including construction risk,finance risk,ecology risk,environment risk,safety risk and society risk.These six risks interact with each other and can lead to social instability risk under influence of outer factors.We find that possibility of social instability risks is in proportion to level of activity and population density.Based on analysis of the risks above,official documents,accessible references and survey,this paper puts forward goals,functions and principals of risk assessment work.According to corresponding goals,we classify assessment levels and ranges,and draw flow chart.After that,we establish indicators system of assessment and employ AHP(Analytic Hierarchy Process)and EGM(Experts Grading Method)to assess social instability of an engineering case quantitively.The methods proposed in this paper aim to provide theoretical foundation and practical reference for later assessment,and improve effectiveness of social instability risk assessment,which is meaningful in perfecting management mechanism of social instability risk.
