Research On Social Stability Risk Assessment System Of Highway Construction Projects

Highway plays an important role in promoting regional economy development, local governments will take highway construction as the key to promote rapid economic growth. However, due to the long cycle, huge scale of investment, large covering area in the whole process of construction and operation is easy to trigger social instability events, these events not only bring huge economic losses, also bring people a security threat.Based on analyzing the characteristics of highway construction projects, the domestic social environmental vulnerability, stakeholder theory and so on, comprehensive recognize the stakeholders of highway construction project,then lists the risk factors of stakeholders; According to the highway construction project?s characteristics in the preparation, construction period and operation period, classify and description the corresponding social stability risk content, and points out its stakeholders. According to the interim measures for the social stability risk assessment of major fixed assets investment project, in combination with the analysis of the above research, constructs the system operation process of social stability risk assessment,includes investigation method, method of risk identification, risk rating criteria, comprehensive evaluation method, and through the Tanxi interchanges engineering project of Shen Shan highway as an example, indicate the method is feasible.Finally, based on the social risk that stakeholder may produce, proposed the corresponding risk prevention and resolving measures, in order to reduce or eliminate the loss that brought by the risk of social stability.
