As China's internationalization process continues to accelerate and the market economic system continues to reform,while the public infrastructure project is being vigorously developed,the government is unable to support huge costs.Therefore,the PPP model has been introduced into the project construction.Due to the participation of the social capital side,the government's financial burden has been alleviated,and the experience and resources of the social capital side have been fully utilized.The government and social capital have become public-private partnerships.At the same time,due to its particularity,the highway PPP project not only includes the risk factors of traditional projects,but also has its own unique risks.In the implementation of the PPP model,the government has largely transferred the risk to the social capital side,while the social capital side is responsible for the quality of the project construction and even the subsequent operation and maintenance.Correct analysis and judgment of risk factors and appropriate measures to transfer,avoid and reduce risks are urgent problems that social capital parties need to solve as participants in highway PPP projects.This paper uses the literature research method,Delphi method,questionnaire survey method,expert consultation method,entropy method,matter-element analysis method and case analysis method to study the risk evaluation of expressway PPP project based on the perspective of social capital.Based on the research and summary of PPP project related research,this paper discusses the risk evaluation of expressway PPP project based on the perspective of social capital.The first part analyzes the current situation of PPP project risk and highway PPP project risk evaluation research at home and abroad,and determines the main research content,research methods and technical route of this paper.The second part expounds the connotation and characteristics of PPP mode and highway PPP project risk assessment,and introduces the theoretical basis of highway PPP project risk assessment.In the third part,through the method comparison,the literature analysis method,Delphi method and expert consultation method are selected as the risk identification methods in this paper,and the dimensions of the risk evaluation index system are determined,and the risk of highway PPP project is analyzed.The fourth part establishes the initial index system of risk assessment for expressway PPP project through literature analysis method and Delphi method,and uses the questionnaire survey method and expert consultation method to determine the final risk evaluation index system and clarify the meaning of the index.In the fifth part,the weight of the index is quantitatively determined by entropy method.The risk evaluation model of expressway PPP project is constructed by matter-element analysis method,and the final risk evaluation result is obtained by using the model.In the sixth part,the highway PPP project risk evaluation index systemand evaluation model constructed by the thesis are applied to the specific highway PPP project,and the verification analysis is carried out.The innovations of this paper are as follows: Firstly,based on the perspective of social capital,the problem of risk assessment of expressway PPP project is studied.Secondly,based on matter-element analysis method,the risk evaluation model of expressway PPP project is established,which further enriches the high-speed.Research theory of risk assessment for highway PPP projects.
