Research On The Distribution Of Rural Public Service Facilities In Suburban Rural Areas Based On The Theory Of Living Circle

In recent years,rural areas have developed rural recreation tourism based on their own resources advantage in their own construction of new urbanization.Along with the influence of the adjustment of the national holiday system and the "5+2" working day system,the daily recreation travels of city residents begin to move closer to the rural areas under the restrictions on travel distance and travel time.Suburban villages have the absolute superiority of developing rural leisure tourism because of their natural and humanistic resources and locational advantages.However,the existing rural public service facilities are not well equipped with perfect configuration,and the service level is not high.Under the simple market function,the traveling service facility disposition is chaotic.The series of problems seriously affect the healthy development of rural leisure tourism industry.Through the research of related literature and the field research of the leisure tourism suburban villages,it is found that there are some common problems such as the shortage of total public service facilities,the irrational allocation,the outdated index system and technical,and some special problem such as the excessive quantity of commercial facilities and lack of control.There is a lack of uniform standards for the allocation of public service facilities in rural areas.The actual configuration,based on local standards,uses the top-down approach and the resident population as the standard,to determine the allocation of indicators.Some regions still use the "Thousands of indicators" model for configuration.However,due to the characteristics of rural area,such as the small population size and the limited construction land,the traditional method of configuration is too rigid.On the one hand it is disconnected from the actual needs of the villagers,on the other hand it can not guarantee the effective operation of public service facilities.In order to solve the above problems,to maintain the flexible and efficient operation of public service facilities and to ensure the vitality of the rural leisure tourism industry,this paper based on the theory of living circle analyzes the mechanism of public service facilities,the operation mechanism of living circle and the coupling between them,and structres the hierarchical classification bottom-up approach to configure public service facilities.First of all,based on the analysis of daily activities and public service needs of the residents and tourists in leisure tourism suburban villages,define the structure of life circle.Then establish the public service facilities allocation system from qualitative and quantitative aspects of the leisure tourism suburban rural.Based on the theory of living circle and the combination of spatial analysis technology,site and distribute public service facilities to determine the best service scope for the best service effect.Finally,take the planning of public service facilities in Jinjiao Port Village of Rongcheng City,Shandong Province as an example.
