Electric power telecommunication network is the basic guarantee and important support of electric power grid.With the rapid development of telecommunication technology and intelligent power grid,on one hand,electric power telecommunication engineering,which is the premise and the key to the successful completion,has become an important part of power transmission and transformation project.On the other hand,the risk factors related to power telecommunication engineering and the difficulty of risk management are also increasing.But the construction mode that power telecommunication engineering has been a subsidiary project of power transmission and transformation project for a long time.This construction mode is easy to be ignored in management,and then leads to the phenomenon that power telecommunication engineering lacks the whole process and relatively independent risk management evaluation system,and complete standards and procedures.So that the nonideal effect of engineering construction may delay the main project schedule,affect the commissioning of substation or transmission line,and even affect the normal operation of the power grid.Therefore,it is necessary to investigate the risk management of the power telecommunication engineering.This dissertation applies the project risk management theory in the practice of TJN Substation 500 kV outgoing line telecommunication engineering.This project is considered as a semi-independent project.this dissertation identifies 27 risk factors from the four stages of project construction,which can be summarized as "management loopholes","technical difficulties","staffing and staffing levels","professional specialty".Experience review,literature review and expert interview,which are combined with the characteristics and common problems of power telecommunication engineering,are used for identifying risk fctors.Expert scoring is used in evaluating the 27 risk factors,and conclude 5 key risk factors,which are “design is unreasonable or has wrong “,“project manager is lack of experience in telecommunication engineering”,“new device has Compatibility problem”,“design or construction plan changed” and “equipment testing and acceptance is not standardized”,and the critical risk type ” technical difficulties”.Finally,according to the 5 key risk factors and the company’s own state and external environment,this dissertation proposes measures which are suitable for this project.Long-term solutions also come out to solve the three important risk types.To sum up,this dissertation has a systematic and comprehensive risk management study for TJN Substation 500 kV outgoing line telecommunication engineering.It enriches the research on risk management,and also provides guidance and reference for the practice of this kind of project in the future. |
