China's electric power development has entered a new stage of power transmission from west to east,mutual aid between north and south,and national networking.Electric power construction has also entered a new period of development.Electric power construction projects are the basic construction projects of the national economy and shoulder the historical responsibility and glorious mission of providing sufficient and reliable electric power for China's economic development and social progress.Electric power construction projects play a more and more important role in the national economy.Because electric power construction projects have the characteristics of huge investment and complicated construction process,there are many potential risks in the implementation of electric power construction projects.In order to ensure the safe,steady and fast operation of the entire power system,it is a new opportunity and challenge to ensure the smooth completion of power construction projects and reduce the losses in the construction process.Therefore,it is very necessary to effectively manage the risks of power construction projects.According to the characteristics of the electric power construction project,this paper divides the project into three stages based on combing the relevant literature and discussing the relevant theories and starting from the project itself.According to the process of risk management and control,the project life cycle will be analyzed and studied from three aspects:risk identification,assessment and response.The main contents include the following three aspects:(1)Five common methods of risk identification are analyzed,and the advantages and disadvantages of using these methods in power construction projects are put forward according to the characteristics of each method.According to past practical experience,the risks of power construction projects are divided into social risks,environmental risks,management risks,economic risks and technical risks,and the contents of various risks are analyzed in depth.According to the process of the construction project the project is divided into three stages,two risk identification methods are selected to identify the risk factors in each stage,and the project risk index system is constructed.An explanation structure model is constructed,and the identified risk factors are divided into different levels and the relationship between them is analyzed.(2)The purpose and principle of risk assessment are analyzed,and the risk entropy model of risk key points is constructed.According to the index system in the previous section,the risk entropy value of each link is obtained by using the model,and the results are compared and analyzed.Combining the risk entropy with matter-element extension model,an improved matter-element extension model based on risk entropy is constructed,and the risk level of the project is obtained through case analysis.(3)The meaning of four risk coping methods is analyzed.Through investigation and research,possible risks of electric power construction projects are put forward,possible coping strategies are put forward according to these risks,and coping schemes suitable for the electric power construction projects are put forward according to the characteristics of the electric power construction projects;This paper constructs a fuzzy comprehensive evaluation model for power construction projects,selects examples to evaluate the effectiveness of four coping strategies respectively,and draws a conclusion through comparative analysis of evaluation results.Based on the research on risk identification,assessment and response in the life cycle of electric power construction projects,this paper analyzes the potential hidden risks and response strategies of the projects,which is of great significance to further improve the possibility of project realization and reduce risk losses.
