In recent years,with the improvement of people's quality of life requirements and the frequent occurrence of extreme climate in the south,the southern winter heating has become a major concern of the government departments,local conditions to improve indoor thermal comfort,through scientific and reasonable way to choose the right heating method is the current Urgent issues to be solved.1?This article has done a questionnaire survey on the residents of heating,the heating period,the heating time and heating costs and other heating issues on the residents of Hengyang City,statistics on the implementation of winter heating in Hengyang City show that nearly 74%of the population supports the implementation of winter heating.2?Combined with the urban planning,climate characteristics and energy situation of Hunan Province,taking Hengyang City as an example,Through qualitative screening of heating models to filter out the winter heating for Hengyang program are: Regional Gas Boiler Heating,Regional Coal-fired Boiler Heating,Regional Fuel Boiler Heating,Ground Source Heat Pump Heating,Household Gas Wall Furnace Decentralized Heating,etc;Through the evaluation of goodnessmathematical model,the appropriate order of heating mode in Hengyang area is as follows:Regional Gas Boiler Heating> Ground Source Heat Pump Heating> Household Gas Wall Furnace Decentralized Heating>Regional Coal-fired Boiler Heating> Regional Fuel Boiler Heating.3 ?The use of China's existing two kinds of hot charges system,respectively,to calculate the use of regional gas boiler in Hengyang heat price:Through the two heating costs to calculate the basic heat price of6.93 yuan / ?,the measured heat price is 110.95 yuan / GJ,through the area method to calculate the area of hot price of 6.93 yuan / ?;Through the analysis and comparison of the heating and heating costs in the heating period of Hengyang residents,it is concluded that the two-part system is more economical on the basis of satisfying the indoor thermal comfort.4 ?The domestic and international heating policy analysis of the status quo,from the administrative means of advocacy,mandatory means of supervision,economic means to guide the multi-angle proposed in Hunan winter heating policy recommendations.
