With the development of economy, it is becoming more and more serious of global energy shortage and environmental pollution, which is obvious in China because China is a developing country in a period of rapid economic development, and in most cases economic development is at the expense of the environment, in addition, energy utilization efficiency is not high in China. Although our country began to pay attention to environmental problems in recent years, it is not resolved immediately after accumulating several years. In response to this situation, our country began to develop low carbon economy. Low carbon power can promote the development of low carbon economy, and smart grid scheme is an expression form of low carbon power. Smart grid is an important means to promote renewable energy development and energy saving. As an important part of smart grid, intelligent residential district began to develop in China in recent years. The residential district intelligent construction is a comprehensive system engineering, which involves many contents. The project is more complex, but it also brought economic and social benefits. So how to evaluate residential district intelligent construction project comprehensively is the focus of this paper.This paper gave development background of intelligent residential district. It introduced residential district intelligent construction project combing with a intelligent residential district of Baoding. Secondly it constructed the evaluation index system of residential district intelligent construction project using Delphy method. There are four first level indexes in this index system, including technology, economy, society and intelligence. There are several second level indexes in every first level index, a total of fifteen second level indexes. This paper gave detailed description of each second level indicators. Then it established fuzzy comprehensive evaluation model of residential district intelligent construction project by fuzzy theory. In order to avoid the error of single method, this paper chose analytic hierarchy process(AHP) and entropy method to determine weights of each index comprehensively. Treating a residential district intelligent of Baoding as research object, it evaluated this project comprehensively using fuzzy comprehensive evaluation model. According to the single value result of fuzzy vector, it found that the level of residential district intelligent construction project is “good”. Finally, this paper analyzed evaluation result and put forward suggestions to promote the development of intelligent residential district.
