The Location Research And Emergency Resource Configuration On Emergency Centers Of Dangerous-goods Transportation In The Yangtze River Waterway

The Yangtze River waterway is one of the important channels of goods from inland areas in China;recently,with the sustainable development of the economy of the Yangtze River region,the Yangtze River waterway cargo transportation has entered a steady development stage.But some potential problems still exist.For example,some ships of dangerous chemical transportation are shabby and old,the regulations of the Yangtze River have some blind spots,these negative situations planted hidden dangers for the cargo transportation safety.Compared with ordinary goods,ships contained dangerous goods itself is a kind of dynamic hazards,once the accident happens,it will cause heavy casualties,and makes bad effect on the society,economy and environment.What is more,effective rescue system and cooperation mechanism of this problem have not already developed yet.Reasonable emergency center location of dangerous goods and materials configuration become an important problem to be solved.It can not only effectively handle dangerous goods transportation accidents condition,save life and property loss,but also can satisfy the transportation security need with the rapid industrial development in China.This article firstly does comprehensive analysis to the dangerous goods transportation accident and emergency work status and factors to be considered of emergency center on the Yangtze River waterway.Afterwards,according to the linear demand feature,this article builds a double objective model of emergency center location and emergency material configuration,with the objectives of minimum cost and maximum materials utility.The article then designed genetic algorithm to solve the problem according to the model,and test the model and the algorithm with the practical example of transportation of dangerous goods on the Yangtze River waterway.The result of the example illustrates that the model can describe the practical location problem and material configuration problem reasonably,and the algorithm can solve the model in a short time,the result can conform to the present condition of the Yangtze River waterway.This article can offer scientific and reasonable preference for the rescue of accidents caused by dangerous goods transportation on the Yangtze River waterway in the future.
