Research On Two-stage Location-distribution Problem Of Emergency Shelters In W County

In recent years,emergencies often come out of the blue.For casualties caused by emergencies,emergency shelters have become an important measure for settling people,stabilizing people's hearts and stabilizing society after emergencies.It is necessary for China and other high-risk countries to build shelters before disasters and manage the evacuation and resettlement of victims after disasters.W county is located in the northwest of a province,the southeast of the autonomous prefecture,earthquakes are frequent and W county has suffered serious destructive earthquake.At present,the main problems existing in the emergency management of shelters in W county are as follows: first,it ignores the need for better medical treatment,life safeguard and other diverse needs in addition to personal safety in the early stage of emergency resettlement after the disaster,which is to meet the horizontal needs of the victims at the same time node.Second,after the initial temporary settlement after the disaster,the people show new requirements for a better living environment and more professional medical treatment over time,which is the vertical demand to meet the timevarying situation.It is a two-stage emergency shelters location-distribution model that is based on the horizontal demands and longitudinal demands of people after a disaster,in consideration of the disaster point location and number of all kinds of people,each place location and capacity limit,all kinds of vehicle transfer and transport capacity,and the position of the distribution center and emergency supplies of storage,builds with shortest total travel distance,the lowest total costs,the lowest material shortage rate as the goal,restricts the capacity of facilities,the transport capacity of vehicles,the minimum distribution of materials and other conditions.This model can not only meet the diversified needs of the initial resettlement of the victims,but also meet the requirements of high-quality relocation of the victims in the short term.Secondly,the hybrid greedy algorithm and genetic algorithm were used to solve the location planning of emergency shelters,and the two-stage disaster victims distribution scheme and material distribution scheme were obtained.Finally,changing the parameters that affect the objective function verifies the effectiveness of the location planning model and the design hybrid algorithm.In this paper,research on the emergency shelter is an exploratory innovation,to build a comprehensive emergency shelter location-distribution theory,further improve the mechanism of the national emergency shelters operation management,and to provide decision-making reference for government disaster management,truly achieve " What do we study for the people".The full text contains 27 figures,17 tables and 71 references.
