Due to the growing problems of resources wasting,energy shortage,environmental pollution and ecological destruction,central authorities set strategic goals for constructing resources-saving and environment-friendly society.Shenyang Locomotive and Rolling Stock Co.,Ltd.CNR Group(hereinafter referred to as SY CNR)must change its development ideas and production models,and take efficient using and reutilization of resources as the core of production shift,in order to achieve the reducing,reusing and recycling of resource use,as well as to improve the ration of resource comprehensive utilization.SY CNR' project constructions not only need to attach importance to the economic benefits,but also have to make an analysis on its social effects indispensably,so as to realize the harmony of resource,environment and development.The excess heat is the secondary energy which is formed in the process of enterprise production.SY CNR,after analyzing its own production and operation characteristics,is preparing for building a circulated water excess heat recycling project.Before building the project,making evaluations on financial risk,economic benefit and social effect is an essential part of investment project management.Its position is extremely important.First of all,based on the overall situations of circulated water excess heat recycling project in SY CNR,the financial indicator of this project is calculated by a financial evaluation indicator system which consists of investment payback period,financial net present value(FNPV),yield,and economic benefit cost ratio(EBCR),through the method of combining static and dynamic analysis.By means of break-even analysis and sensitivity analysis,financial risk of the project is analyzed and evaluated.Second,social effect of the project is analyzed and evaluated through a social benefit evaluation index system consisting of resource savings,energy recovery,waste reducing,etc.,by means of with and without comparison method.Last,combining financial index and social benefit index,the overall economic efficiency of the project is analyzed and evaluated by means of fuzzy analysis and analytic hierarchy process(FHAP).The result can provide evidence for feasibility of circulated water excess heat recycling project in SY CNR.It also helps SY CNR to make the right decisions.
