XY thermal power plant 2 ×350 mw power transmission and transformation project is according to the requirements of the power supply in Harbin and its surrounding areas. The project is designed to cope with growing Harbin power supply pressure, at the same time, improve the existing electric grid security and stability. It is expected to be the northeast power grid in 2020 will reach 80115 MW, and the maximum power consumption will be 521. 6 billion all the whole society in Harbin. In the other hand, the Heilongjiang province power grid by 2020 will be 14310 MW in maximum, and power consumption will be 110. 4 billion all the whole society in Harbin. Besides, as the core area in the revitalization of old industrial base policy, its power consumption at maximum load of power grid will be higher. Harbin power grid by 2020 to reach 5115 MW maximum load of power grid, and power consumption will be 29. 52 billion all the whole society.Therefore, this article combined with the theory of project evaluation methods, principles, procedures, etc., to states the meaning and content of project evaluation, for the goal, the paper analysis combined with the project of XY thermal power plant 2 ×350 MW project overview, power balance analysis of the project, access system, then for the investment estimation and economic benefits of the project, the main object for the analysis is the engineering investment, economic benefits analysis, uncertainty analysis, according to the project investment estimation and economic benefit evaluation results. The project total investment is 2. 77365 billion yuan, including generating static total investment is 2. 61281 billion yuan, unit investment is RMB 1355 / KW. Internal rate of return is 8. 8% of the total investment, investment payback period is 11. 21 years, its economic effect is good. In addition, according to the sensitivity analysis, internal rate of return when capital lock in 8%, and the indicators such as coal, heat price, cost of investment, heat, electricity, an adverse direction in 10% range interval, the highest price of RMB295. 23 /MWh, it is still under the Harbin market price RMB 356. 7 /MWh.
