With the decreasing of the ice in arctic, the condition of navigation in arctic became better. As the implementation of the new guidances on arctic navigation in the northeast route,it happens that the foreign ships can sailing through the arctic route by their own.Three kinds main cargo carried by bulk are industrial materials. The arctic route connect three big economies of east Asia, north America and east Europe. The future transport demand will increase steadily. In this paper,a bulk carrier with the ability of breaking the ice with one meter thick was designed based on a Panamax ship. After comparing the condition of navigation in three arctic routes, the northeast route was selected as the ship's navigation route.‘PC6' was selected as the ice level of the bulk carrier. In this paper the principle dimensions of the new ship were determined based on the principle dimensions of the parent ship, and the icebreaker bow was designed. Then the change of its form coefficient and capacity were analyzed. With the CFD software the resistance of the ship in still water was work out and compared with the parent ship. Then the resistance of ship sailing on the crushed ice was estimated by the fitting curve. With the LS-DYNA software the resistance for breaking the level ice was calculated. The required effective power was calculated and the engine type was selected by using the empirical formula and the simplified ice-breaking process curve. To ensure the safety of navigation in arctic, the ship intact stability under four standard loading condition were checked firstly. The different type impact of ice including ice freezing in hull's surface and the situation of ran aground on the ship stability were also calculated. In the end, some recommendations for navigation in arctic safety were given. It is necessary to strengthen the ship's structure due to the ice load. The ship was divided into different regions based on the Rules and Regulations for the Construction and Classification of Sea-Going steel ships. After calculating the ice load the thickness of the hull plate were determined with the spacing, span and size of longitudinal aggregate being work out. Then the longitudinal strength of the structure of the mid-ship was checked.
