China,has a vast territory,a highly concentrated population distribution and suffers impact of the climate,which has been deeply affected by various natural disasters and brings the huge loss for a long time.How to achieve rapid and accurate rescue,and to reduce the casualties and economic losses is a very important challenge we face.After the emergency,the local government needs to implement the early disposal and do rapid responses,and meets the needs of emergency supplies in the disaster areas in the first time.This means,the transport of emergency supplies has become the lifeline of disaster relief.Especially after the occurrence of major natural disasters and secondary disasters,infrastructure damaged,roads damaged,communication interrupted,and emergency environmental risks high,how to achieve joint scheduling of the multi-transportation mode becomes the key to rescue.In this paper,the emergency logistics theory,vehicle scheduling theory and the theory of combined transport as a guide to explore how to achieve joint scheduling problem of the multi-transportation mode.This paper analyzes the key factors influencing the joint scheduling problem of the multi-transportation mode from the concept,characteristics and operations management process of local emergency logistics.Comparison and analysis of the two modes of longitudinal and transverse joint transport lead to the conclusion that the local emergency logistics is more suitable for the transverse joint transport.Considering the constraints affecting joint scheduling of the multi-transportation mode,such as the number of vehicles,loading weight,loading volume,minimum satisfaction rate,road conditions,we take the minimum total emergency response time and the maximum total capacity satisfaction rate as the objective functions to construct multi-objective mixed integer programming model for joint scheduling problem of the multi-transportation mode for the local emergency management.Finally,genetic algorithm is used for design ideas and simulation example to analysis and verify the validity of the model.This paper makes an exploratory research on the joint scheduling problem of the multi-transportation mode for the local emergency management and achieves three research results:enrich and improve the local emergency logistics management theory;define the problem of joint scheduling of the multi-transportation mode for the local emergency management;propose a transverse joint scheduling method for the multi-transportation mode.Finally,the paper also points out the problems of future research.
