Many parts of the world are suffering from natural disasters,major and major accidents,major epidemics,terrorist attacks and local wars,which have greatly affected people’s lives and the stable development of the economy and society.However,the development of China’s emergency management system is relatively late,the system is not sound enough,and the relevant theories are not mature enough.The process of emergency relief is a complicated,multi-dimensional and dynamic system engineering.How to allocate materials efficiently,select distribution centers and deliver materials is the top priority in scientific and rational decision-making.Considering the demand level of different materials at the disaster site,the positioning and distribution service scheme of the material distribution center is determined and the vehicle path is optimized.The research of this paper is divided into the following three parts:(1)On the basis of clarifying the problems studied and clarifying the thinking of modeling,four necessary assumptions of the model are set up.After that,nine factors affecting the priority of emergency supplies were selected from three aspects,namely the property of the materials,the needs of the disaster site and the external environment,and a three-tier emergency supplies priority evaluation index system was established.Finally,the objective and constraint conditions are clearly solved,and the multi-vision positioning and path optimization model of emergency logistics is constructed,which minimizes the total response time and total cost of the system,and the positioning and path of emergency logistics system is optimized with the thought of the system.(2)In this paper,a special PGA algorithm is designed to solve the problem of emergency logistics positioning and distribution considering the priority of emergency supplies.The PGA algorithm and SGA algorithm are compared and analyzed for ten times respectively,and the results show that the PGA algorithm adopted in this paper has good results in terms of solving efficiency and solving quality.(3)Taking Ludian earthquake as a case to solve the case,the investigation selected six alternative distribution centers 10 material demand points and three materials.First,the FAHP algorithm is used to get the priority level of material demand point for material,which is in line with the actual situation.Then,the improved PGA algorithm is used to get the positioning and distribution scheme of distribution center and distribution path results.Finally,by changing the variation rate and the time weight of the objective function,the feasibility and effectiveness of PGA algorithm to solve the positioning path problem of emergency logistics are verified.There are 22 figures,30 tables and 62 references.
