Study On Application Of PPP To Urban Pipe Gallery Project

With the continuous development of urbanization in China,the number of urban population has increased dramatically,and the public demand for all kinds of municipal pipelines is increasing,the problems of road zipper and spider web in the process of traditional buried pipelines are becoming more and more prominent,the pipe gallery becomes an ideal way to improve the state of urban pipeline management.However,the construction of the pipe gallery needs to invest a lot of money in a short time,and the government cannot support it alone.In order to solve this dilemma,the PPP model has been generalized.It can not only help the government to solve the financial difficulties,but also facilitate the reasonable sharing of project risks,facilitate the unified management of the whole life cycle of the project,and promote the upgrading of public goods.This paper adopts literature research,case analysis and other methods,combined with the concept of PPP,the performance evaluation of PPP and the Careersmart Balanced Score Card theory,analyzing the construction status of PPP mode in the urban pipe gallery project,aiming to establish a set of scheme to ensure the smooth implementation of the PPP project of the pipe gallery.Firstly,the paper analyzes the construction situation of some pipe gallery demonstration projects,the key points in the implementation process of the pipe gallery PPP project are found-the government coordination management responsibility,the analysis of the legal policy,the construction of contract risk framework and the formulation of the performance evaluation system.Then,through the analysis of the operation characteristics of the pipe gallery,the feasibility of the pipe gallery PPP project in the policy and the advantages of the PPP mode in pipe gallery,so as to further design the operation mode and contract system of pipe gallery PPP project.Finally,on the basis of the operation points of the project,the countermeasures are proposed and the actual cases are analyzed.the main results of this paper are as follows: this paper analyzes the operation characteristics of the pipe gallery project,and determines the operation mode and contract system of the pipe gallery PPP project,clarifies the government's coordination and management responsibility in different stages of implementation,explores the legal issues involved in the pipe gallery PPP project,determines the contract risk framework of the project and sets up the performance evaluation system of the project.
