Application Of PPP Model In Urban Underground Comprehensive Pipe Gallery

The level of urbanization in China is constantly improving,the urban population is becoming more and more densely,while the supply of public infrastructure and public services is relatively backward.The original urban pipeline service capacity has been unable to meet the present service demand.The urban underground pipe gallery can lay all kinds of municipal pipelines in the underground common tunnel with reserved maintenance channels,and carry out unified planning,design,construction,management and operation and maintenance,and reserve a certain expansion space for additional pipelines.Promoting the construction of urban underground pipe gallery can avoid repeated excavation,influence traffic and environment.It is beneficial to improve the quality of urban comprehensive carrying capacity and the development of urbanization,and the social benefit is remarkable.But the construction fund gap is large,and the government's financial capacity is limited.Using the ppp model to solve the problem of capital,not only can improve the management level of urban infrastructure construction,but also activate social capital to drive related industries.In recent years,ppp mode has been widely applied in urban infrastructure,but many projects fail because of the unstandardized project implementation,which also attacks some social capital's enthusiasm.But if the ppp model can be successfully applied to the urban underground comprehensive Corridor project,it will bring great social benefits.Therefore,this paper studies some difficulties and Countermeasures in the application of ppp mode in underground pipe gallery,so as to increase the possibility of ppp project's success,and improve the enthusiasm of social capital to participate in the ppp project,and promote the benign development of ppp project in our country.The main research work of this paper includes: First,it analyzes the basic concepts,features and functions of the ppp pattern,as well as the concepts,types and advantages and disadvantages of the integrated corridor.The second is to determine the necessity and feasibility of introducing the ppp model into the comprehensive Corridor project.Then,it analyzes the difficulties and Countermeasures in the implementation process of ppp,focusing on the establishment of the return on investment mechanism and the dynamic adjustment mechanism of risk sharing in risk management.Finally,taking the ppp project of a city as an example,the research results and shortcomings of this paper are summarized and prospected.
