In the port operation scheduling,the channel,anchorage,berths and tugs are all important working resources.How to manage the existing resources in the port properly,reduce the port operating cost and the invalid ship working time are crucial to enhance the port operation efficiency and improve the port competitiveness.In the perspective of the port operator,this paper takes into account the actual situation of the front-line operation,studies the scheduling problems of the ports,berths and tugs.Different mathematical models are set up for different scenarios.In view of the complexity of the problems,Algorithms are designed to solve the problem.The main research contents are as follows:Firstly,an overview of the status of container ports and the status quo of research on the seaports resources has laid the foundation for the formulation of this paper.The second part is an overview of the seaport-side traffic resources in the port.It narrates the conceptions of navigation channels,tugboats and berths resources of the port,and introduces the related operation flow in the container port.The third part is the optimization of tugboat configuration in one way channel port.The tugboat configuration and scheduling problem under one way channel port and multi-way channel are studied.A tugboat scheduling model with the lowest total cost of tugboat fuel consumption is established.An improved genetic algorithm is designed.Next,the validity of the model and the algorithm are analyzed and verified.Finally,the sensitivity analysis is carried out according to the development trend of the ships in the future ports.The fourth part analyzes the selection of ship traffic flow and channel mode.Through the mathematical model,the waiting time of anchorage and berth of ship at different ship arrival scale under one way waterway mode is analyzed.The fifth part is the collaborative research on the ship inbound order and berth allocation.Under the assumption of one way mode and sufficient tugboat configuration,under the consideration of and without consideration of tidal influence,the study of ship inbound order and berth allocation coordination.Based on the analysis of the complexity of the problem,an improved harmonic algorithm(THS)is designed to solve the problem.The validity of the problem is further verified by the sensitivity analysis,which can be used for the one-way channel port to provide relevant information.
