| The mode of EPC(Engineering,Procurement and Construction)has been well developed in the Engineering and Design Company recently,the QHSE management of whose is carried out through supervision & inspection work and corresponded outcome comparison by the QHSE supervision department.For every EPC project,overall QHSE management level and the gap from other projects can not be revealed by lateral comparison of single supercision & inspection index.In order to incentive EPC projects to improve QHSE management,overall QHSE management assessment should be carried out.At present,the multi-hierarchy management characteristic of EPC project and the actual situation of supervision & inspection are not taken into consideration in the QHSE management assessment model of the Engineering and Design Company.Besides,mature international assessment models are aimed at enterprises,and thus they can not be applied directly to EPC projects.So as to enable the supervision & inspection work of the QHSE supervision department to improve the QHSE management of EPC projects,the QHSE management assessment model integrating the management philosophy of the Engineering and Design Company and supervision & inspection indexes should be established urgently.In this paper,QHSE management assessment framework is built according to the Criteria for Performance Excellence.From the supervision and inspection practice of design and EPC,the assessing factor systems of design quality management assessment and EPC QHSE management assessment are determined integrating the key processes of EPC projects QHSE management.ANP(Network Analysis Method)is chosen to transfer the qualitative understanding of the QHSE supervisors on the relative importance of every assessing factor to quantitative calculation,and thus the weight of every assessing factor is obtained.Besides,the assessing guide is enacted referring to ISRS(International Safety Rating System),and relevant explanation involved is clarified.The QHSE management assessment model above is applied to the Coal-fired steam injection station project of C Branch Company in the Engineering and Design Company,which indicates that the score rate of the project is 58.5%,the weak hierarchy is management department of the branch,and the weak node are designer/reviewer evaluation,resource investment of design supervision,and supervision & inspection level,etc.Therefore,the improve direction of C branch and Coal-fired steam injection station project is pointed out. |
