| With the documents of Deepen the Reform of State-owned Enterprises、Power system Reform、The 13 th Five-Year Plan of China、 the 13 th Five-Year Plan of Electric power and other documents have been introduced by the country,the Guangdong Power Grid face unprecedented opportunities of growth,opportunities of energy industry transformation and opportunities of deepen the reform,need to ensure safety in production,quality service,stable benefits,need to achieve the reform measures in accordance with national policy requirements as well.Guangdong Power Grid company’s previous index system in the new period shows its limitations,in order to respond to reform better,to meet the business risk which might expand possibly,the company need to optimize and improve the previous index system.As early as 2014,Guangdong power grid built up a stable index system and index library after long-term management practice,the index library covers all aspects of management in the form of large and sub-system,the index library is very comprehensive,including definitions,data sources,calculation methods,and it had management rules in details,formulating management principles,the division of responsibilities of various departments,management content,assessment and rewards and punishments.But from 2014 to the present,the index library did not follow the internal and external changes to do the synchronization update adjustment,resulting that it can not adapt to new management needs.Therefore,adjusting the index library of Guangdong power grid has become a top priority according to the requirements of electric reform.This paper based on the optimization of the previous index system and the use of the theory of the index system construction,under the background of China ’s power system reform,in order to meet the company’s demands of undertaking internal planning,deepening the reform,and lean management,responsing the call of the state to deepen the reform of state-owned enterprises,coordinating the requires of The 13 th Five-Year Plan of China、 the 13 th Five-Year Plan of Electric power,considering the stage tasks of internal development of the company,optimizes the top design of the company’s index library,re-evaluates and improves the previous index library,builds a new index library that fully supports the strategic objectives,and promote the design and application of the internal management system and the index sub-system,promotes the improvement of the enterprise’s internal management system,as well as the design and application of sub – system.This study is divided into three steps,first,sets the design direction through analysing the situation and interpreting the policy.Second,interprets the current national policy,analyzes the policy of Deepen the Reform of State-owned Enterprises、Power system Reform、The 13 th Five-Year Plan of China、 the 13 th Five-Year Plan of Electric power and other documents,studies its impact on the Guangdong Power Grid,summarizes key conclusions of policy analysis,taking into account the company’s previous index system,draw out a strategic map of Guangdong power grid,and extracts key indicators on it,on the basis of the previous index library,adds,optimizes,adjusts,and deletes the index library,forming an optimized top-level design index library.Finally,optimizes the integrated benchmarking sub-system,performance indicator sub-system and integrated planning indicators of the company with the optimized top-level design index library,and primarily uses the optimized index library. |
