The electricity industry has always been the pillar industry in Shanxi.The continuous development of the power sector is conducive to giving full play to the resource superiority of Shanxi,efficiently optimizing resource allocation in a wider range,and promoting industry transformation and upgrading.In April 2015,the country enacted the Several Opinions on Further Deepening of Electric Power System Reform(hereinafter referred to as the Opinions).Based on "separation of plant and network" achieved in the first electric power system reform in 2002,the Opinions proposed to further "Control the middle,relax both ends",and make clear the transmission-distribution price with allowable cost and fair return,and further allow the entry of social capital from power-sold side.In January 2016,the National Development and Reform Commission(NDRC)and the National Energy Administration gave an official written reply to the Implementation Plan for Comprehensive Pilot of Shanxi Electric Power System Reform and approved to set up comprehensive pilot for electric power system reform in Shanxi,which has provided an advantageous chance for Shanxi to solve the conspicuous contradictions and deep-seated problems that restrict the scientific development of the electric power industry,and to promote the sound and fast development of the power sector.In this paper,taking Shanxi large power generation group A as the research object,based on theories including enterprise's strategy analysis,strategic choice and strategy implementation,and using strategy analysis tools such as five-force model and SWOT analysis.Further,in view of the corporate mission and strategic objectives,an analysis is made in three levels of corporate-level strategy,business unit strategy and functional strategy analysis,and strategic implementation and safeguard measures are put forward.The main conclusions of this paper are as follows: first,the external environment of A group not only provides a good opportunity for the development of thermal power enterprises,but also fully highlights the challenges these enterprises will be faced with.Second,for the seven businesses of A group,priority should be given to the development of thermal power and natural gas businesses;further strategic reform should be made on new energy,water affairs businesses and coal businesses;there is no need to further invest lots of funds into tourism business,instead,the business can provide enterprises with financial support;the scope of real estate should be narrowed,even the businesses should be abandoned.Third,A group has five advantages,including scale advantage and power supply point location advantage,and faces four disadvantages,such as fuel risk,bidding ability deficiency and simplex power supply installation structure.At present,the power demand will further increase,the scale of installation capacity of new energy will continue to expand and the clean energy has been endowed with the priority of generation right,which provided six opportunities to A group.But the group still faces three market risks including excess production capacity and strengthened eco-environmental restrictions.Fourth,A group should adopt the total strategy covering related diversification strategy,implement the strategy of “thermal power cost in the lead,differentiation of electricity distribution and sales business and focused differentiation of natural gas business”.Meanwhile,specific deployment is made from five aspects of marketing,scientific innovation,production operation,human resources and financing.Fifth,for the strategic implementation of A group,the organization framework system should be further improved and a unique corporate cultural atmosphere should be created.
