Recently,with the fast development of E-commerce and the huge increase of freight volumein China,how to improve the efficiency oftransportation becomes a major problem.In this research,many evidences were found to prove that GB1589-2004 does not fit to the modern transportation business,and should be revised quickly.In this research,every change and the reason behind in the standard was carefully discussed.It was found that GB1589-2004 was issued mainly for managing the problem of overload.It was hoped to eliminate overload by executing it strictly.But in fact,it was proved that this standard couldn’t solve overload properly,and it had many inborn shortages.For example,there isn’t any cheapand proper choice of trucks to be used for transportation of light and huge cargos,which causes low efficiency sometimes.For this reason,in this research,the characteristics of modern freight transport in china were investigated in detail.Standards in Europe and the United States were also investigated and were found differences between the one in China.For example,the main purpose of standard in Europe is to promote and guarantee that goods be transported freely.The upper limits of length of trucks of Vehicles of category N is 12 meters in Europe.But in China,it is 9 meters(10 meters if it is van).What’s more,the maximum authorized dimensions of vehicles are strict in China,while they are easy in Europe and the United States.In summary,the in-service GB1589 is bad at promoting transportation efficiency of modern China.It should be revised quickly under the guide of scientificalness,perspective,and feasibility to help freight transport industry develop healthily,promote transportation efficiency,and serve national economic construction better.
