The disorderly development of regional port group and vicious competition will inevitably affect the sustainable development of the port group,therefore,it is necessary to layout the port group reasonably,to enhance the overall competitiveness of the port group and foreign cooperation ability,and provide theoretical basis for the planning of the port group.This article provides a set of systematic port group of spatial layout optimization system,firstly summarized the basic theory of port group,including the basic characteristics of the port group,as well as the basic situation and operation mode of domestic and foreign typical port group.Then the port group status of blue economic zone in Shandong peninsula was analyzed.This paper introduced the basic situation of Shandong peninsula port group,using the method of system clustering on the port group of cluster analysis,divided the the level of the port in the same group.The results show that Qingdao port,Yantai port and Rizhao Port belong to one kind of port,and Weihai port belongs to the two kind of port,Weifang port,Binzhou port,Tengzhou port,Dongying port,Muping port,Laizhou port belong to third kind of port.And summarized the coastline of Shandong province port construction planning.Furthermore,we made the construction suitability evaluation on the coastal port through selecting index from the geology,hydrology,ecology and social economy four aspects to the blue economic zone(the Yellow River delta-laizhou bay).The shoreline was divided into suitable,more suitable,appropriate and inappropriate four grades.The results show that the Wudi County bank line belongs to the unsuitable shore line;Zhanhua shore segment tuhaihe River are more suitable for coastal zone;Dongying city in addition to James Lee river section and pile No.five South coastline and part of the coast are marine protected areas,whichbelongs to the the Yellow River delta alluvial plain sediment is not suitable for the port more the construction of Kenli county and Dongying District,southern coast are more suitable for shore,its junction with marine reserves,Weifang city;Xiao Qing River section and the middle part of Changyi City native town to Hutouya coast to coast is suitable;Yantai city Laizhou city shore line in addition to West coast to the island town of forest deposit coast marine conservation area,the other shore are more suitable for the suitable construction bank,Bank of Zhaoyuan county to Longkou Port shore basic suitable,Longkou port to the east coast with marine reserve.Finally from the port group of planners and hinterland users,we established the bi-level programming model of layout optimization,and used genetic algorithm to solve the model.The results show that the overall size of the port group increased by 16.4%,the size of the optimization of small and medium-sized ports increased significantly,the three hub port concentrated in the hinterland of the vast majority of freight resources.
