RI(runway incursion)is an significant issue affecting the safety of the airport surface operation and has become an important challenge for the safety of the civil aviation,and the systematic RI risk analysis has a certain significance for RI prevention and control.RI risk analysis models used at present include fault tree,SHELL model,hazard and operability analysis,etc,and these models study the reliability of components and the linear problem between failure events mainly and ignore the dynamic and nonlinear interaction between components based on the failure event-chain accident model.Runway operation system is a typical social technology system.There are complex interactions between components and the system operation is dynamic.So,RI risk is analyzed by STPA.STPA is based on system theory and regards safety as a dynamic control problem,so it can solve the systematic problem of RI risk analysis.Based on the analysis of RI risk used by STPA,in order to overcome the following deficiencies: RI risk knowledge analyzed is difficult to share and reuse because STPA lack semantics;STPA natural language expression may cause ambiguity;STPA analysis takes time longer and more demand on the knowledge and experience of analysts.STPA was combined with ontology and rule-based semantic reasoning techniques to establish a systemic RI risk analysis model,OWL DL ontology formalized knowledge representation and SWRL semantics provides support for RI risk analysis.Through the analysis of typical RI cases,the results analyzed by STPA,the results inferred by model and the original analysis results are compared to prove the feasibility of the model.The reusability of the model helps to improve the efficiency of subsequent RI risk analysis.
