As the urbanization in China is accelerating,the “Public Transportation Priority” development strategy becomes an important part of urban development.This strategy can develop high quality and efficient vehicle and crew scheduling solutions,which can reduce operating costs and allocate capacity and human resources rationally in the bus system.However,in the real world system,many issues cannot be strictly guaranteed in the crew;for instance,the length of working time,waiting time,break time,meal time etc.Therefore,in the issue of bus scheduling,it is important to consider the comfort of the crew,which can be regarded as realistic constraints conforming to the people oriented development approach.Thus,this research studies the urban public transport scheduling in China,aiming at improving operational efficiency and optimizing resource allocation and ensuring the conditions of bus crew comfort simultaneously.Firstly,this study analyzes the previous and current researches on bus scheduling problems at home and abroad and summarizes the common research methods for it.Secondly,the basic concept of the vehicle and crew scheduling is described in this paper.Based on the analyzing results of the investigation into the crew,a specific concept,which is crew comfort,is introduced to realize the constraints for model building.Thirdly,based on the introduction of vehicle and crew scheduling and crew confort,this paper proposes a basic assumption,which is the bus and the driver in the fixed mode,and establishes a network model.Moreover,the very-large-scale neighborhood search(VLNS)is integrated to solve the model.In the end,the data of Jinan Bus Company is chosen as an example to test the model and algorithm designed in the paper.The results show that the optimization model and algorithm used in this research are feasible and have certain benefits on improving the quality and efficiency of bus vehicle scheduling.Based on the actual situation of bus scheduling in our country,this study introduces the concept of driver comfort and establishes constraints,and then validates the model and integrates with real-world examples.It can provide theoretical and practical support for the “Public Transport Priority” development strategy,and it can help improve the utilization efficiency of public transport resources,improve the status of the drivers,and promote the development of public transportation systems in China.However,the scheduling problem is a complex and multi-element system composed of many elements.The scheduling problem under different characteristics and under different conditions needs to be further studied.
