Research On The Joint Control Of Airport Noise Pollution By Industry Department And Local Government Under The Trend Of City Airport

The economic benefits and social values brought about by the development of civil aviation in our country,while promoting local economic development and urban value,also affect the ecological environment of urban living.Airport noise pollution is a prominent aspect.In the process of deepening urbanization,the noise pollution area with airport as the center appears to overlap with the expansion of urban residential area,and with the continuous deepening of the two,the contradiction of increasing sharpening.With the rise of consumer consciousness,how to treat the noise pollution of airport has become one of the environmental pollution problems concerned by the society.The traditional noise pollution control often thinks and solves the objective problem of noise pollution from the noise source and the noise pollution channel,but in the context of the high speed development,it is difficult to solve the problem of new type of public pollution,and it is difficult to measure the effect of public governance from the aspects of economy,efficiency and efficiency.Based on the research of literature and field investigation,this paper concludes that the problem of noise pollution in regional airports can be solved by combining noise source,noise pollution mode and noise pollution audience,and by promoting both industry and local government.In essence,this is also the innovation cooperation and breakthrough at the level of governance model.The optimization and innovation cooperation of airport noise pollution involves a complex management mode of management,management mechanism,management mode and management direction.From the integral point of view,it is necessary for the country to consider from the angle of top design that the law and regulations of the country are perfect,the facilities and equipment are perfect and the evaluation mechanism is rational.From the local point of view,because of the difference of each city and airport's location,the degree of noise pollution and the time of operation,the management methods and means used in each place are different,and the degree of cooperation between the industrial departments and local governments is different.The cooperative network management of industrial departments and local governments should consider the local necessity and study the power source and power mechanism.The main research conclusions of this paper are as follows: First,to shape a common vision and driving force that leads by public value and enhances cooperative governance;Second,adopt institutional innovation and provide policy support to realize the balance of interests;Third,promote local government network governance capacity building;Fourth,further strengthen the cooperative organization trust;Fifth,to improve the information sharing platform and mechanism;Sixth,we will improve the legal system and power relations.
