| Under the background of the transformation and upgrading of t city construction industry,this paper briefly discusses the necessity of the government and its departments participating in the transformation and upgrading of construction industry,this paper makes a preliminary study on the synergetic governance theory and its application value to strengthen the synergy among government departments,and on this basis,puts forward some countermeasures and suggestions for t city government and various departments to strengthen the synergy and jointly promote the transformation and upgrading of the construction industry.In this paper,the author studies the theory of Discovery.This paper is based on the basic idea of "finding problems-Theoretical Research-current situation statement-cause analysis-putting forward countermeasures".This paper explores the emergence and connotation of the theory of collaborative governance,summarizes the definition of collaborative governance,and summarizes the characteristics of government departments’ coordination based on the theory of collaborative governance,supplemented by a brief study of the game theory.Under the premise of theoretical research,literature research,case analysis and empirical research are used to carry out specific research.Starting from the factors related to collaborative success,such as collaborative awareness,collaborative culture,legal basis,collaborative mechanism,and collaborative ability,this paper successively states the current situation of the transformation and upgrading of the construction industry in T city and the collaborative status of various government departments in this process,and analyzes the main problems existing in the coordination of government departments in the transformation and upgrading of the construction industry in T City,including:the government departments are independent,and the coordination of departments is impossible In accordance with this,the policy-making coordination fails,the collaborative behavior is characterized by strong color of human governance,and the lack of collaborative information platform.After analyzing the causes of these problems,the paper puts forward the following countermeasures:first,to strengthen the sense of coordination and the construction of collaborative culture among departments.The second is to improve the laws and regulations of government departments’ coordination,and clarify the relevant provisions of government departments’ coordination at the same level,including the principles and responsibilities determined by the leading department of department coordination activities.Third,establish and improve the coordination mechanism of government departments,such as:effective communication and expression mechanism,normalized coordination and cooperation mechanism,normalized investment guarantee mechanism,performance evaluation and accountability mechanism.Fourth,strengthen the capacity-building of department coordination,including strengthening the leadership and communication capabilities of department coordination. |
