Civil aviation airports have always played an important role in transportation.In Jinjiang City,where the county economy is very developed,the steady development of Jinjiang Town,Quanzhou International Airport(hereinafter referred to briefly as Jinjiang Airport)has made important contributions to the economic development of Jinjiang.However,there are certain problems with the development process of Jinjiang Airport as a small and medium level.This research focuses on the government’s analysis of the problems in the management of Jinjiang Airport.This helps us to know what role the government should play in the development of Jinjiang Airport and what kind of management model to adopt,which will have certain guiding significance for the future development of Jinjiang Airport.From the perspective of the governance structure of Jinjiang Airport’s operation and management,the problems exist in government economic control inertia restricts enterprise development,and the administrative model is difficult to stimulate the enthusiasm of functional departments and restrict the enthusiasm of operators.From the perspective of the safety supervision of Jinjiang Airport,there are problems such as shortage of resources of the supervision body,inadequate air defense safety supervision system,weak coordination of airport public security,and insufficient neutrality of airport public security supervision.This article analyzes the above problems according to the principal-agent theory and resource dependence theory.The reasons for the governance structure problems of Jinjiang Airport’s operation and management are: too many levels of entrusted agents lead to distortion of supervisory information,the incentive mechanism does not match the needs of agent managers,the multi-layer entrusted agent relationship makes the middle layer overhead,and the entrusted agent relationship The establishment of the use of administrative orders rather than contracts,the government entrusting party and corporate agent goals are inconsistent.The reasons for the safety supervision of Jinjiang Airport are as follows: the airport public security is too short of resources when it performs its functions,which makes it a weak department and it is difficult to perform its functions effectively.The way to solve the governance structure of Jinjiang Airport’s operation and management.First,It’s to ensure the leadership of thestate-owned enterprise party committee and establish a restriction mechanism with the board of directors;The second is to centralize the decision-making of the board of directors of the state-owned enterprise;The third is to improve the incentive mechanism to stimulate entrepreneurship.The way to solve the safety supervision problem of Jinjiang Airport: one is to fully expand the access to its own resources and formulate corresponding strategies according to different entities;the second is to optimize its own internal resource allocation,save costs,and reduce the organization’s dependence on other entities. |
