Basic farmland is the arable land which can meet the request of demographic and socio-economic development for agricultural products in a certain period.According to the general planning of farmland usage,basic farmland cannot be used for any other purpose.Since there is a large population base of China and be shortage of the arable land resources,that basic farmland protection is facing the severe challenge.In order to rev up the protection of arable land,guarantee the quantity and quality of basic farmland,and be convenient to report illegal use of Arable land;building up database update and supervision mechanism and designing early warning information system for basic farmland is imminent.Based on the background of dynamic regulation of basic farmland in Anhui Province,and aimed at the requirement of uploading the changing information and updating in real time in basic farmland,a basic farmland early warning and decision supporting system which is consist of database management,information queries,dynamic monitoring,forecasting and early warning and other functions,has been designed based on GIS.It has solved three important problems: getting and processing the information of land type change,updating database in real-time,designing the forecast system.The main content and the research achievements are as follows:(1)This paper has researched the mining method of the dynamic information of basic farmland based on decision tree.By comparing the images of different periods,and mixing information database and illegal occupation of arable land feedback table,it has found the rules of basic farmland classification,and excavated the changing information of the land in spatial location,and forecasted the alteration trend of basic farmland.(2)A new method of optimization calculation is proposed to reduce the deviation between the measured data and historical data.This paper has researched the method of real time renew for basic farmland database from the perspective of temporal database,by introducing a temporal data model of basic farmland,which improves the prediction accuracy of the basic farmland utilization trend.(3)This paper has developed a basic farmland early warning and decision support system based on GIS.The system runs in Windows operating system,selects Visual Studio 2008 as the design platform,C# language is utilized to calculate the decision tree classification model in.NET,and the reasonable analysis and forecasting is made for monitoring data.The early warning system is based on B / S architecture,and chosen the Arc Server 10.0 of ESRI as the map server distribution workstation,which enables resource sharing,online queries,dynamically database updating of basic farmland geographic information data and decision support functions.The establishment of this early warning system has important significance for solving the problem of dynamic regulation of basic farmland.The system can provide a scientific basis for the land sector decision-making after the completion of the system;through the establishment of the early warning and forecasting system for basic farmland protection with the basic farmland regulatory analysis and decision model,which covered all the province,the real time warning of illegal occupation of basic farmland can effectively increase the timeliness and effectiveness of land supervision.
