The large population and the relatively small areas of farmland in our country lead to the shortage of the resource of the farmland. In recent years, with the rapid development of economy and the increasing urbanization level, much of the land is used for city construction, with agricutural land decreasing and the output of crops being threatened. To this situation, the Third Plenary Session of the CPC proposed to delimit the permanent basic farmland to make sure that the areas and quality of the farmland would not reduce. The Party Central Committee has attached much importance to the protection of basic farmland. And how to more effectively protect it has become the concentration of the National Land Department.Geographic Information System was first applied to the land areas and it managed the land resources in the informational way. At present, the mode of managing the basic farmland in most districts is to put the basic farmland’s data into the database about land using and to manage the basic farmland as an aspect of land management. These systems managed the resources which is relevant to the land in an integrated way, so the management functions of the basic farmland are few and could not meet the needs of the business. A few districts have built the geographic information systems which take basic farmland as the topic, using the B/S or C/S architecture. Examples are Wuhan City and Linhai City which are successful explorations of the business about the basic farmland information’s management. However, these systems developed by most districts not only have small scope of the study area, but also have meager functions of business management.The article firstly introduces the research background of the management information system. On the basis of the deeply analysis of the present situation at home and abroad, it sums up the advantages and disadvantages of the current systems. In this system, we have taken SiChuan Province for instance to research and the data in quantity derives from multiple forms, such as the remote sensing, map information and on-the-spot measurement. We designed and built the database according to the standard of the database of the basic farmland. Besides, we designed and achieved the five modules with the relative functions proceeding from objective requirement about the business of the basic farmland and the system has accomplished the management of the basic farmland on the process of delimiting, daily managing, monitoring, early warning and supplying. The contents researched by this article mainly have the following several aspects:First, key technologies:This system uses the architecture with the combination of C/S and B/S. Staves use the client to handle operations about the business and the public receive the related information through browser that makes this system for the two purpose. Because of the huge data volume in this system, we used server clustering technology, Smart Cache technology and Ajax technology to accelerate the responsive speed and we accomplished updating pages rapidly. After analysing and comparing the tools to develop, we used the Visual Studio2008as the development tool, ArcGIS as the second development platform for development. We used the DevExpress as the tool of interface to develop to make the interface beautiful and clear.Second, quantitative analysis methods:In the module of basic farmland choiced from cultivated field and basic farmland warned in this system, we used the gray model, Linear regression analysis method, Analytical hierarchy process and Comprehensive fuzzy evaluation method to forecast the data truely by analysing and comparing the models for forecasting.Third, requirement analysis, design and accomplishment of this system:After the actual inspection for the researching area of Sichuan Province and the analysis for the historical information, analyzing the results of domestic and foreign related theories and research full and Listening to staffs in the land Department, we do the requirement analysis and determine the requirements for this system.We have made the software,hardware and database design on the basis of requirement analysis. We chose the Oracle10g as the database and ArcSDE as the data’s server to manage the data. We designed the related functions which meet the requirements of this system and it has accomplished the management system of the basic farmland on the business process entire and synthetically.
