| China's vast waters, owning rich biological resources. Marine fishery occupies an important position in the development of China's marine economy. In China, there is a large number of fishing vessels, but the structure is not reasonable, most of which are small wooden fishing boats, far apart from the one of developed country. Compared with other industries, the incidence of fishery water safety accidents is higher, and they always result in more serious losses. According to statistics analysis, among all kinds of marine disasters, the fishing accidents that result in the largest amount of economic loss and the most deaths always take place in the big storm weather conditions.China's offshore wind wave is mainly affected by the monsoon, the southeast coastal temperate cyclone process wind with grade 7~8 is most often seen throughout the year, and the gust is always within the range of 6~8 level, of more than 9 level is quite few. And, the frequency is increasing as the sequence of summer, autumn, winter and spring, in addition, the powerful cyclone always occurred from October to next April, the typhoon happens most frequently in the August. According to the related information provided by the Bulletin of China Marine Disasters and Zhoushan Fisheries Bureau, we can find that the wind and wave is the main cause of fishing vessel accident. At the same time, by using the correlation analysis method in Grey System Theory, we can acquire that, when meet the big storms, fishing vessels will usually steam head to sea, run with the sea, run on beam sea and so on. They may also appear that the lifting movement, slamming, hogging and sagging, a lot of ship water on deck, propeller racing and other dangerous situations. All of these may result in the fishing boat collision, stranding, striking a rock, fire and so forth, which will damage the fishing vessels.Finally, according to the different impacts of rough weather on fishing vessels, countermeasures to fishing boats sailing safety are as followed: 1. Before wind waves, do the preparatory work to make sure the fishing boats' water tightness is guaranteed and that the drainage system works normally. 2. In the big storm, In order to avoid resonance region between fishing boats and swell as well as to relieve the wave load on the fishing boats, the ship operation can take the zigzag navigation, timely adjust ship course and speed; when the wind resistance is so large that the boat handling is reduced, when necessary, vessels can stop drift, reducing influence of waves on the ships; in the wind and waves, the ship driver should use the rudder scientifically, reducing the amplitude of swing, complete safely U-turn in big waves; what should be paid attention is the distance of approach of ships in the wind and waves, in order to avoid the cooperative effect of vessel absorption effect as well as the wind and waves, leading to the occurrence of fishing vessel collision accident. 3. Avoid typhoon manipulation. Judge where the semicircle of the fishing vessel is involved, determine the navigation method of avoiding typhoon, safe from the effect of typhoon waves. 4. After the storm, we should have a timely, systemic inspection and repair on fishing vessels, at the same time, summary and analysis on the unexpected situation in the storm should be done.This study provides a scientific theoretical basis for the study of fishing vessels navigation safety countermeasures in the storm, and provides the crew of a fishing boat with decision-making reference on operating the ship in the wind and waves. |
