Study On Collision Accident Prevention Between Merchant Ships And Fishing Boats Of Zhongshan Municipal Government

In recent years.China’s economy has developed rapidly.As a water network zone in the Pearl River Delta,Zhongshan City has staggered water networks,increased the number of water transport merchant ships,and continuously expanded the navigation density of the channel.At the same time,a large number of fishing vessels are also fishing on the channel,resulting in the overlapping of the navigation operation areas of commercial fishing and fishing vessels,the contradiction between water transport and fishery production has become increasingly prominent,and the collision accidents between merchant ships and fishing vessels continue to occur,As a result,the small fishing boat capsized,casualties fell into the water,and heavy human and property losses were caused.On the basis of reading a lot of literature and collecting the basic data of navigation environment and fishery production in Zhongshan,this paper makes an in-depth analysis of the navigation environment in Zhongshan,and summarizes the activity law of fishing vessels in Zhongshan waters by using the accident cause theory and public management theory,This paper systematically analyzes the relationship between it and the navigation of commercial vessels,explores the mechanism of commercial fishing vessel accidents from four aspects:human factors,environmental factors,ship factors and management factors,and systematically analyzes the causes of commercial fishing vessel collision accidents.It is put forward that the activities of commercial fishing boats constitute a contradiction,the obstruction of small fishing boats is the main cause of the accident,and the weak safety awareness of crew members is an important cause of the accident.At the same time,it analyzes the current situation of Zhongshan municipal government in preventing commercial fishing vessels and the three major problems,such as the relatively large risk of accidents of commercial fishing vessels,the difficulty in supervising fishing vessels,especially the illegal acts of "three noes" involved in fishing,and the weak safety and legal awareness of crew and fishermen.It analyzes that the main reasons for the problems are the overlapping functions of management departments,unclear rights and responsibilities There are six reasons:imperfect legislation,imperfect management mechanism,weak administrative law enforcement,insufficient safety education for commercial fishing vessels and backward management information means.At the same time,combined with relevant experience at home and abroad,in terms of public management,Zhongshan municipal government proposes to improve the management regulations of fishing related "three noes" ships,straighten out and clarify the management responsibilities of fishing related "three noes" ship departments,improve the joint meeting mechanism of maritime fishery administration to prevent collision of commercial fishing vessels,improve the assessment mechanism of commercial fishing vessel accidents Establish management mechanisms such as subsidies for the clearance and dismantling of fishing related vessels and the help mechanism for fishermen with "three noes"to change their jobs,as well as solutions such as establishing a comprehensive water law enforcement model in Zhongshan City,cleaning up "three noes" vessels hindering navigation and fishing related vessels,refining channel planning,separating fishing vessels from commercial vessels from physical space,strengthening the punishment of illegal acts.strengthening the safety education of crew members,and improving the scientific and technological means of water supervision.
