Study Of Region Response Of The National Ecological Civilization Strategic Objectives

Ecological civilization is a higher form of social civilization after the primitive civilization,agricultural civilization and industrial civilization,which is reflection on the period of industrial civilization to the natural predatory development activities.The eighteenth session of the National People's Congress has determined the construction of ecological civilization as a long-term plan which is associated with people's well-being and the nation's future.Ministry of Environmental Protection and Forestry sector has promulgated a series of index system to direct the construction of ecological civilization,the<National ecological civilization construction pilot demonstration area index(try out)>is the most authority index system among them.But there is little academic research on ecological civilization study involving target area response,so how to practical indexes or done in separate steps of<National ecological civilization construction pilot demonstration area index(try out)>,is an objective requirement of current city construction of ecological civilization,is indispensable for achieving the strategic objectives of national ecological civilization construction steps.Some of the indicators of the national ecological civilization construction demonstration area have been proposed to differentiate the goal of building by the main functional areas or terrain area,but the goal is the goal for the region as a whole,there are certain differences within the main function region or area.And the shape and distribution of the area also need for further statistical division.Therefore,it is necessary to further propose the decomposition or response to the indicators of the national ecological civilization construction demonstration area.The first step,the division of indicators,according to the characteristics of the index and the actual needs,it can be divided into "direct implementation index" and "optimal decomposition index";Secondly,a clear response ideas.Based on the index classification,it has proposed the administrative geographical unit and the natural geographical unit by double decomposition method,the administrative geographical unit is divided into counties and townships unit,the natural geographical unit can be divided into the terrain unit and the watershed unit.Third,empirical analysis and study,this paper selected the typical forest coverage index,using comprehensive analysis technology based on GIS,realizing the decomposition response forest coverage index.A case study of Dalian forest coverage indicator,this paper integrated grid analysis?terrain analysis?basin analysis and overlay analysis methods by using MapInfo,Vertical Mapper,Global Mapper are combined to construct the fundamental geographic information platform,implementing the decomposition response of forest coverage indicator.First,the paper used the MapInfo Grid Maker.MBX tool to construct the regional 250m*250m grid,generating the basic data bearing layer.Second,according to the two factors of elevation and relief degree,the author used the terrain analysis technology of Mapper Vertical,developing Dalian terrain classification based on terrain classified as mountains,hills,and plains in three categories.Then,this paper according to the requirements of the national ecological civilization construction of ecological demonstration city indicator determines the number of Dalian forest shall maintain,and compared with the actual Dalian forest coverage,Dalian forest coverage levels exceed the national requirements.Finally,the author used Global Mapper generates the city basin unit and Vertical Mapper to extract a terrain unit of Dalian,through 250m*250km grid to interact assignment with the each unit.Realized the response of the existing forest area and forest cover rate of Dalian cell-based on administrative unit,elevation unit,and the watershed unit.And the new area suitable for afforestation.
