| Since the founding of the People's Republic of China,extensive development mode has led to land degradation and threatened resources in northeast China.With the improvement of economic level,the disadvantages of this development mode gradually appear.Since the 1980 s,state-owned forest areas have gradually fallen into the "three crises" period of forest resource crisis,economic crisis and ecological crisis.Serious damage to the sustainable development of the region,resulting in functional degradation and ecological damage of ecological functional areas.In order to further realize the strategic reserve of national timber resources,repair the deteriorating forest ecological environment,and promote a scientific and green eco-economic industrial chain,the ministry of finance and the state forestry administration jointly launched a comprehensive stop to the commercial logging pilot of natural forests in state-owned forests,and gradually began to pay attention to the protection of the ecological environment in the development of forestry.At present,the northeast forest area is faced with two important tasks of ecological construction and ecological transformation.It is the most critical period for the transformation and development of forest areas after "stop felling".In this period,it is the key to promote the adjustment of industrial structure and the coordinated development of economy and society to choose the right way to solve the dilemma.The nature that forestry development is in the basic position in each industry determines that it will directly affect the overall pace of the socio-economic department.Based on the theory of ecological civilization,the theory of marxist ecological view and the theory of forestry sustainable development,this paper explores the deep guiding ideology of the theory,and provides a solid theoretical basis for the development of "human-forest harmony" in the northeast forest region.Based on the analysis of the characteristics of the northeast forest region,the problems and obstacles that need to be solved in the process of forest transformation are obtained.Should take the construction of ecological forest development in China as the core,the protection of the ecological security,increase the forest coverage of road,improve the basic connotation,improving farmers' basic living standards,improve residents' living environment,from the cutting to the forestry ecological forest resources protection,forest resources do have improved,lumbering policy played a beneficial to the positive role of the natural environment,but also bring about some negative impacts.This paper revolves around dilemma facing the northeast forest region of the current situation analysis and description,respectively from the perspective of economic,cultural,ecological study concluded that the dilemma facing the northeast forest region three aspects,respectively is from "extensive development" to "ecological development" the plight of transformation,from "people into Lin back" to the "Lin Jin people retreat" dilemma,from "no" to the plight of the "green water castle peak".In the process of discussion and description,the author takes the chaihe forest region and hailin forest farm as an example to provide an effective basis for the research.Based on the analysis and summary of the current development situation of the forest region,this paper analyzes the causes of the current predicament from the perspectives of policy factors,economic factors,human factors and natural factors.The problems and difficulties in the development of national,local government,forestry enterprises and workers are discussed.Finally,the paper puts forward the basic path to realize the "harmony between human and forest" in the northeast forest region by the concrete measures of constructing ecological civilization,promoting the development of forest by talents,realizing the development of forest and enriching the people,and persisting in the reform and innovation. |
